IRS administrative guidance

What it holds

A raised floor built over an existing floor to carry wiring and air ducts for computer equipment is tangible personal property, not a structural component. FSA 200110001 distinguished it for a raised floor that was part of the original design and covered most of the floor.

Why it matters for your study: Supports classifying a raised access floor installed to serve computer or other equipment as 5-year personal property rather than part of the building. FSA 200033002 applied it to a data-center office floor; FSA 200110001 reached the opposite result where the floor was original design over an unfinished slab.
